Roundabout at 138 HWY & 106th East Street Proposed Project

Palmdale, Ca.- Caltrans District 7 is proposing safety improvements at State Route (SR) 138 and 106th East Street between Littlerock and Pearblossom. The project will reduce collisions and improve operations through a two-lane roundabout, a restricted crossing U-turn (RCUT) at Hempel Avenue, and enhanced signage and safety features.

“This progress has been the result of years of effort by our grassroots organization, the Highway 138 Safe Roads Initiative, created by Siouxie Calderon, Chris Minsal, Sergio Arvizu, and Janet Flores. We have worked very hard to build a strong relationship with CalTrans and LA County Public Works in order to advocate for long-overdue safety improvements in our community.” Said Janet Flores


PROJECT DESCRIPTION

Caltrans District 7 is proposing traffic safety and operational improvements at the intersection of State Route (SR) 138 and 106th East Street, located between the communities of Littlerock and Pearblossom in Los Angeles County. This project is being developed to address a history of collisions at the intersection, particularly angle collisions involving vehicles entering or crossing SR-138 from 106th East Street. The corridor serves as a key regional route with high traffic volumes, including a significant number of trucks traveling between Interstate 5 and inland destinations such as Barstow, Victorville, and San Bernardino County.


Based on recommendations from the Intersection Safety and Operational Assessment Process (ISOAP), the project proposes to install a two-lane roundabout at SR-138 and 106th East Street, along with a restricted crossing U-turn (RCUT) at the intersection of SR-138 and Hempel Avenue. Additional improvements may include flashing beacons, signage, and other safety enhancements designed to improve driver awareness and traffic flow. The project area is characterized by a rural setting with a mix of highway and local traffic, where SR-138 transitions from a multi-lane facility to a narrower configuration.


“In addition, we collaborated with Assemblymember Juan Carrillo and Congressman George Whitesides for legislative support, and we also received support from Streets Are For Everyone (SAFE), a nonprofit organization dedicated to improving quality of life for pedestrians, bicyclists, and drivers alike by reducing traffic fatalities through education, awareness, partnerships, community outreach, policy and legislation, support for those impacted, and other proven strategies.” Said Janet Flores


These improvements aim to enhance safety, reduce conflict points, and improve overall traffic operations along this corridor. Caltrans will continue to evaluate project design and share information with the public as the project advances.



PROJECT INITIATION DOCUMENT  PHASE

This project is currently in the Project Initiation Document (PID) phase, where Caltrans District 7 defines the project purpose and need, evaluates alternatives, and develops preliminary scope, cost, and schedule. 


PROPOSED IMPROVEMENTS

Roundabout 

The proposed improvement would construct a two-lane roundabout at the intersection of LA-138 and 106th East Street to improve traffic flow and reduce conflict points.  The project would also include a Restricted Crossing U-turn (RCUT) at the nearby intersection of SR-138 and Hempel Avenue, along with flashing beacons, updated signage, and roadway striping to alert drivers and improve overall safety along the corridor.
