Residency Allegations Raise Questions in Keppel Election

Palmdale, CA — Election has concluded, but ballot counting continues across Los Angeles County. Meanwhile, questions surrounding residency eligibility have sparked controversy in the Keppel Union School District Trustee Area 3 race.

Candidate Ana Laura Quiles currently leads in the unofficial vote count, while some community members are raising concerns about whether she meets the legal residency requirements to represent Trustee Area 3.

The Keppel Union School District transitioned from at-large elections to trustee-area elections, a system in which board members are elected to represent specific geographic areas. Under applicable election requirements, candidates must meet the residency qualifications for the trustee area they seek to represent.

What Happens if the Allegations Are Proven True?

California law establishes eligibility requirements for school board trustees, including applicable residency qualifications.

If Quiles is ultimately declared the winner but is later found legally ineligible to represent Trustee Area 3, her eligibility to hold office could become the subject of a formal legal challenge.

Depending on the evidence, applicable law, and timing of any proceedings, a court could determine that she is ineligible to serve. Such a ruling could potentially result in a vacancy on the school board, to be addressed through the applicable vacancy procedures.

California Attorney General Opinion No. 17-1201, issued in 2018, addressed a similar dispute involving allegations that a school board trustee resided outside the area she represented. In that matter, the Attorney General authorized legal proceedings to examine the trustee’s eligibility.

The opinion demonstrates that residency disputes involving elected school board officials can become matters for judicial review. However, the outcome of any challenge depends on the specific facts and applicable law.

What Are the Possible Legal Consequences?

If Quiles wins the election and a court subsequently determines that she did not meet the legal residency requirements, possible consequences could include removal from office and the creation of a vacancy on the governing board.

A residency violation would not automatically establish criminal wrongdoing.

However, if authorities uncover sufficient evidence that an individual knowingly falsified election documents, made material false statements, or committed election fraud, criminal charges could potentially be considered under applicable California law.

At this time, there has been no verified finding that Quiles violated election laws, falsified documents, or committed any wrongdoing.

Community Member Reports Possible Legal Review

According to a community member, attorneys are reportedly reviewing the residency allegations involving Quiles.

AV Daily News has not independently verified whether attorneys have formally undertaken such a review or whether any legal action, complaint, or investigation has been initiated.

To obtain additional information and determine whether any election laws or regulations may have been violated, AV Daily News intends to request relevant public records and documentation from the following agencies:

  • Los Angeles County Registrar-Recorder/County Clerk, regarding candidate filings, election records, and applicable trustee-area requirements.

  • Los Angeles County District Attorney’s Office, regarding whether any formal complaint or investigation exists that can be disclosed publicly.

Any findings will be reported once independently verified through official records or statements from the appropriate authorities.

Election Results Remain Unofficial

Although voting concluded on November 3, the Los Angeles County Registrar-Recorder/County Clerk continues processing and counting ballots.

Quiles currently holds the lead in the Trustee Area 3 contest, but the election results have not yet been certified.

The allegations concerning her residency remain unverified, and no official determination of wrongdoing has been established.

AV Daily News will continue monitoring the election results, questions surrounding candidate eligibility, and any potential legal developments involving the Keppel Union School District.

I really don't understand why they do not verify anyone before putting them on the ballot or any voting system period. It's a waste of the voters' time. Why do we keep allowing corrupt individuals into positions of power, whether a district, county, state, etc.?! Will we ever learn. Verify now and do the right thing. If she committed any crimes, charge her. She willingly knew what she did. If she is found guilty. Shame.
