PALMDALE, CA — The City of Palmdale is pleased to introduce a new member to its leadership team: Leonardo “Lee” Torres, Public Works director.

“We are excited to officially welcome Lee Torres,” shared City Manager Ronda Perez. “His expertise and goals align with our City’s dedication to community-driven public works initiatives and sustainable development. We are happy to have him aboard and can’t wait to see the positive impact he will make in our community.”

Torres is an accomplished professional civil engineer with over two decades of experience in project management, operations and team leadership. In his former position as the director of Public Works and Utilities for the City of El Monte, Torres oversaw a multidisciplinary department of 110 staff members and managed an $11 million operations budget alongside an $80 million five-year capital improvement program.

Under his leadership, El Monte secured over $35 million in grant funding since 2020, enabling transformative projects such as the $12 million Gavey Avenue Stormwater Infiltration and Street Improvement Project and the city’s first linear park. Torres’ contributions extend to comprehensive transportation development, complete streets initiatives and flood mitigation projects that exemplify sustainable urban design. Prior to his tenure in El Monte, Torres spent 16 years in Culver City, where he progressed from associate civil engineer to senior civil engineer. Torres’ efforts earned recognition, including the APWA BEST Award and Public Works Employee of the Year honors.

Torres’ expertise and innovative approach will play a critical role in achieving Palmdale’s vision for a safe, resilient and thoughtfully designed community with abundant opportunities for residents and businesses to thrive.
