New Agreement Advances High-Speed Rail Connection Through Palmdale

PALMDALE, Calif. — A new memorandum of understanding (MOU) between the California High-Speed Rail Authority and the High Desert Corridor Joint Powers Agency marks another step toward creating a future high-speed rail connection linking Palmdale with Victor Valley.

Signed on July 20, the agreement focuses on coordinating environmental review, station design, engineering, and construction planning where the proposed High Desert Corridor would connect with California’s statewide high-speed rail system at Palmdale Station.

The MOU also calls for collaboration on construction activities and the joint purchase of materials, with the goal of reducing costs and improving project efficiency. Officials emphasized that the agreement is a planning and coordination effort and does not authorize construction.

Connecting the High Desert

The proposed High Desert Corridor would span approximately 54 miles between Palmdale and Victorville, featuring a dedicated double-track railway designed for speeds of up to 180 mph.

Once completed, the corridor would connect:

• California High-Speed Rail at Palmdale.

• Brightline West in Victor Valley, providing future passenger rail service toward Rancho Cucamonga and Las Vegas.

The High Desert Corridor Joint Powers Agency includes representatives from Los Angeles County, Metro, Palmdale, Lancaster, Adelanto, and Victorville, working together to advance transportation improvements across the High Desert.

Environmental Review Continues

Project officials say the High Desert Corridor is currently undergoing a federal reexamination of its 2016 Environmental Impact Statement. A federal Record of Decision is anticipated in late 2026 or early 2027.

Upcoming milestones include:

• Preliminary engineering

• Land and utility surveys

• Geotechnical investigations

• Utility coordination

Progress Across California

While planning continues in Southern California, construction on California’s statewide high-speed rail system is advancing in the Central Valley.

According to the California High-Speed Rail Authority:

• Nearly 90 miles of guideway have been completed.

• 61 major structures are finished.

• 30 additional structures remain under construction across Madera, Fresno, Kings, and Tulare counties.

The statewide Phase 1 system will eventually span 494 miles, connecting San Francisco with Los Angeles/Anaheim. Officials say 463 miles of the route have already received environmental clearance, with track installation, electrification, and rail systems work expected to begin in the Central Valley later this year.

If completed as planned, the Palmdale connection would become a key transportation hub linking Southern California, the High Desert, and future rail service to Las Vegas, creating new travel and economic opportunities for the Antelope Valley.
