Palmdale. CA — Former Palmdale City Manager Ronda Perez has filed a lawsuit naming the cities of Malibu and Palmdale, along with Palmdale City Councilmember Andrea Alarcon, following a dispute over a $325,000-per-year city manager job offer.

According to the Los Angeles County Superior Court’s public case portal, Perez filed the lawsuit at the Stanley Mosk Courthouse, Case No. 26STCV26814.

The Civil Case Cover Sheet identifies Ronda Perez as the plaintiff and the City of Malibu, City of Palmdale, and Andrea Alarcon as defendants.

Perez alleges that a Palmdale City Council member provided Malibu officials with disparaging information about her, contributing to the withdrawal of the job offer.

Perez reportedly signed an employment agreement before Malibu Mayor Bruce Silverstein signed it on behalf of the city.

She is seeking damages for alleged financial losses, emotional distress, humiliation, and harm to her professional reputation, along with punitive damages against the councilmember.

However, in an August 2025 statement, the City of Malibu announced that Perez had formally withdrawn from consideration for the position.

The allegations have not been proven in court, and naming a party as a defendant does not establish wrongdoing.
