Lancaster, CA.  – Following the City Council’s May 26 approval of Resolutions of Intention initiating Proposition 218 proceedings, the City of Lancaster will host two upcoming community open houses to provide information and answer questions regarding proposed assessment updates for the City’s Drainage, Lighting, and Landscape Maintenance districts and Sewer service area.

The open houses are designed to help property owners better understand the Proposition 218 process, learn about the services funded by each district, and ask questions regarding the assessment methodology and ballot process. Under Proposition 218, assessments may only be charged to properties that receive a special benefit from the services and infrastructure funded by the district.

Many of Lancaster’s existing assessments were established decades ago and, in some cases, have remained unchanged for 15 to 30 years. During that time, inflation, utility costs, labor expenses, material costs, and infrastructure maintenance needs have continued to increase, creating a growing gap between assessment revenues and the cost of providing district services.

To promote transparency and public understanding, the City invites property owners and interested community members to attend either of the following open house sessions:

Lancaster Performing Arts Center – LPAC Lobby

City staff and the City’s assessment consultant will be available at both events to answer questions, explain the Proposition 218 process, help property owners understand which districts apply to their property, and provide information regarding the proposed assessment updates.

The public hearing is currently scheduled for Tuesday, July 14, 2026, at 1:30 p.m. in the Lancaster City Hall Council Chambers, located at 44933 Fern Avenue. Property owners may submit assessment ballots, written comments, and protests as part of the Proposition 218 process. All valid ballots received and any written comments or protests submitted will be considered during the public hearing.
