As Bicycling Abounds, City of Lancaster Reminds Residents to “See and Be Seen

The quarantine measures instituted in response to COVID-19 have generated a large increase in the number of people walking and cycling across the nation, and Lancaster is no different. Thankfully though, the City has been hard at work for the last several years implementing its Master Plan of Trails and Bikeways, Master Plan of Complete Streets, and Safe Route to School Master Plan, which is in the process of creating a connected network for those traveling by foot or spoke. All this considered, and with May being National Bicycle Safety Month, the City would like to remind drivers, cyclists, and pedestrians to look out for one another throughout the month and all year long. We encourage all riders to continue social distancing and remain six feet away from other riders and those walking.

“The City of Lancaster is committed to educating and informing the public regarding safe ways to traverse our community, it is a shared responsibility,” said Lancaster Mayor R. Rex Parris. “While our residents travel a variety of ways, during the COVID-19 pandemic we have seen an increase in bicycling and walking. Now more than ever it is of the utmost importance that we be aware of one another and do our part to help everyone reach their destination safely.”

In 2019, the City unveiled 35 signal cabinet wraps through its See and Be Seen Bicycle and Pedestrian Safety Campaign to prepare the community for the increase in bike/PED travelers. The originally anticipated increase in these users was from the infusion of dozens of bike lanes on City streets as well as the City’s Safe Route to School Master projects scheduled for construction this year.

What started with a single corridor concept has grown into a multifaceted campaign throughout the City, including school outreach education and a social media campaign. The City’s campaign is the first signal cabinet wrap program in the nation to integrate traffic safety education with the artistic wrapping of signal cabinets. The wraps have provided a proactive educational platform to bring awareness to bike/PED safety to everyone traveling in Lancaster. The campaign is resonating with the community and even taken on a life of its own as it has garnered interest from other entities, public and private, that are interested in becoming partners with the City to propagate the next phase of the campaign.

  • Eyes Up, Phone Down

  • Ride RIGHT in the Bike Lane

  • Keep in Mind, Walk Between the Lines

The City recently received the American Public Works Association National Exceptional Performance Award in Safety for 2020 for the See and Be Seen campaign. This award recognizes the City’s outstanding achievement in creating an innovative and lasting contribution towards the improvement of safety that raises the bar on the subject as it pertains to the public works profession.
